Mike easily pulls the strings with Andre, telling him that she'll help make some kind of suit that could possibly contain his electricity, since Toxin seems to be able to make such a thing.
And with that, he becomes Volt! He doesn't really identify with the name much, but he uses it for the anonynimity.
Thus the regular terrorizing of Hurricane begins. Well, he actually came around before Nephilim died, but you know what I mean.
