Andre eventually gets fed up with moping around, and instead goes berserk, causing electrical accidents and blackouts throughout Fort North.

Mike, always news savvy, catches on and realizes such a thing can't be from anything "normal." She sends out the three villains she has under her wing thus far (Skeeto, Toxin, and Arc) to retrieve whatever the rabblerouser may be.

Andre normally hates attention, but when he noticed Toxin...his electricity wasn't affecting her. She was totally resistant. Basically, she was the first person since his magic got stuck that he could actually approach without hurting.
